In early 2006, FAO and the Government of Indonesia piloted the Participatory Disease Surveillance and Response (PDSR) programme with the objective of training and operationally supporting government veterinarians and other animal health officers in rapid detection and response of Highly Pathogenic Avian Influenza (HPAI). Through it, animal health teams are i) trained in surveillance, containment, and prevention skills; ii) provided with the means to conduct field activities and report findings into the national and local systems. By the end of 2008, donors such as USAID, AusAID and the Government of Japan had committed over US$ 25 million to the programme.
The FAO Evaluation Service (PBEE) will conduct an independent evaluation of the PDSR Programme in late May-June 2009. In view of the extent of the programme and its national coverage, two field surveys will be conducted to collect information on the programme?s effects at district and village levels. The results of these surveys are expected to inform the evaluation mission.
The first survey will focus on activities relating to enhancing HPAI awareness and knowledge among village poultry producers. The second survey will focus on activities relating to the development and strengthening of local animal health services capacity to deal with HPAI.
We are looking for a national consultant to conduct the above first survey. Under the supervision of a staff member of the FAO Evaluation Service, the consultant will:
- Contribute to the finalization of the survey guidelines in late February 2009.
- Undertake the field work (consisting of the conduct of semi-structure interviews and focus group discussions) in March 2009.
- Analyze the survey results by early April 2009.
- Produce a final report by late April 2009.
Candidates must not have been involved in the design or implementation of any activity relating to the PDSR Programme. This assignment will comprise extensive in-country travel and have a duration of approximately thirty full working days.
Qualifications
- University degree in social or veterinary sciences.
- At least 10 years of practical field experience including the conduct of surveys.
- Experience in participatory development / participation as a development approach.
- Fluency in English and Bahasa Indonesia.
- Good data analysis and report writing skills.
- Ability to cope with difficult field conditions.
