Agriculture Cluster National Coordinator, Jakarta

Food and Agricultural Organization of the United Nations has operated Emergency Response Programming in many areas of Indonesia.

Location: Indonesia

General duties include:

a. Organize, participate and co-lead (with MoA) Agriculture cluster meetings, report back to members and provide regular update reports on cluster meeting, workshops and related activities;
b. Identify additional key partners and national authorities for the Cluster, catalyze their interest, map available resources and maintain active participation and synergy in the development and implementation of the Agriculture Cluster Contingency Plan;
c. Ensure appropriate sectoral coordination mechanisms are strengthened and maintained, and support the development of stand-by agreements among government and cluster partners;
d. Finalize the IASC National Agriculture Cluster Contingency Plan which will provide the framework to ensure IASC members timely, effective and coordinated responses; this includes defining triggers and early warning indicators for cluster arrangements to be activated, developing communications systems, and development of post-disaster needs assessments;
e. Review national and provincial government DRM policy developments and programmes with a focus on the agriculture sector, and identify needs for enhancing DRM capacities with particular emphasis on those provinces that are highly exposed to natural disaster and where FAO has established relationships with local authorities;
f. Improve linkages with government programmes, especially in terms of how the IASC contingency plans will be linked to the Government National Contingency Plans (under development); in order to avoid overlaps and duplication of efforts and ensuring that the IASC contingency plan: a) maintains a focus on coordination of international humanitarian actors and b) is complementary and functionally supportive of the national and local preparedness processed;
g. Carry out activities to support the implementation of the avian influenza programme, including providing assistance to pandemic influenza contingency planning related activities and exercises;
h.Define the scope and eventually prepare project concepts for FAO support to provincial level DRM processes and identify opportunities for resource mobilization;
i. Ensure that the cluster identifies indicators and that adequate monitoring mechanisms are in place to review impact of the cluster and progress against implementation plans; as well as analysis of emergency response actions in the field ?when/if the contingency plan is activated.

Qualifications:

The applicant should hold a University degree in Development or related fields and have at least 10 years of professional experience in emergency programming with significant responsibilities in activities related to disaster risk management, contingency planning, emergency coordination and needs assessment. Working experience with International Organizations and knowledge of the UN Cluster Approach are also an asset.

Skills:

Strong facilitation, networking and resource mobilization skills, and an ability to work in a multi-cultural environment.

Duty station: Jakarta, with visits to field sites in the province as deemed necessary by your supervisor.
Area of Operations: All of Indonesia
Language: Fluency in written and spoken English and Bahasa Indonesia.
Period of contract: 6 months, with a three (3) month probationary period
