International Relief and Development (IRD), a leading US Non-profit, is currently seeking experienced Chiefs of Party for upcoming positions in the Asia IRD is dedicated to improving the quality of life of people in the most economically deprived regions of the world by facilitating and supporting assistance tailored specifically to their needs. The Chief of Party will provide overall leadership for the programmatic, administrative, financial, and logistical aspects of an overseas field office. The ideal candidate will have the following qualifications and skills:
- Serve as the representative of the Program and the point of contact for all purposes of this program.
- Direct the program from its local operational location, with all management decisions and administrative responsibilities delegated to the main field office.
- Responsible for work plans, staff supervision, coordination with USAID and other programs, program reporting, and achievement of results.
- Coordinate closely with consultants and field experts on project components as they develop.
- Ensure timely execution of project activities within the allocated budget and ensure that donor-specified reporting requirements are met in coordination with Program staff.
- Work in close coordination with local entities including, provincial governments, and private and public sector institutions, to successfully design and implement program components.
Required Skills
- Demonstrated ability to manage, negotiate and coordinate with consortium partners, sub-contractors, and multi-disciplinary sort-term and long-term technical assistance projects under complex organizational arrangements;
- Track record of successful cooperation with host country governments and USAID missions, with superior diplomatic and relationship management skills;
- Proven ability to develop and work within approved work plans and meet goals within agreed timeframes;
- Fluency in English required; The ideal candidate would also be fluent in written and spoken Bahasa Indonesia.
Experience Required- Masters degree in a relevant preferred, Bachelors degree required;
- Prior Chief of Party or DCOP experience, preferably with USAID funded programs
- Minimum of 10 years experience managing USAID and/or other donor funded projects with at least 5 years in senior management level positions in developing countries.
- Minimum 10 years of experience in international development. This experience should include: program development in conflict-affected and crisis environments; hiring, supervising and training local personnel; implementation of rapid, high impact grants programming; systems and office set-up; budgeting; financial management (tracking, reporting and accounting); procurement and tracking non-expendable property.
