Location: Indonesia - Banda Aceh, Indonesia; 6 Months; Unaccompanied.
The Canadian Red Cross Society (CRCS), a non-profit, humanitarian organization dedicated to helping Canadians, as well as the most vulnerable throughout the world, is currently seeking a Construction Advisor. The Construction Advisor will work with, assist and advise senior management and program managers on the planning, programming, design, construction and monitoring of community buildings to ensure that programs are progressing as effectively and efficiently as possible to achieve established targets.
Key Responsibilities:
Provide technical and coordination support to the community construction projects and commitments;
Monitor and report to the Deputy Country Representative;
Monitor and report to the Country Representative on the performance of the Environmental Health and Safety housing program;
Review project construction needs, project delivery methods and monitoring plans to meet timelines and budget requirements;
Review consultant’s building designs, site plans, construction estimates, time-lines, risk analysis and monitoring plan;
Review and advise on approval, tendering and awarding of the contracts;
Review and advise on the consultant’s and communities performance in meeting monitoring objectives;
Make regular site visits and prepare construction reviews, progress and evaluation reports;
Review change notices and change orders, certificates for payment and advise on payment issues;
Monitor the implementation of anti-fraud, anti-corruption and Code of Conduct policies and ensure strategies are in place to reduce related risk in all construction projects;
Provide engineering and/or construction advice to the CR and Deputy CR related to livelihoods and environmental health and safety programs and activities;
Actively contribute to building community and field staff capacity in the management of construction projects.
Qualifications:
Professional qualification as a construction manager, architect, engineer, or in a related field;
Minimum 10 years construction experience with at least 5 years of experience in a developing country;
Previous experience working in post conflict and/or post natural disaster environments with non-government organizations;
Previous experience working in Aceh preferable;
Experience in managing development programs with community based approaches desirable;
Excellent communication and conflict resolution skills, including proven representation skills, diplomacy to donors, counterparts, and other stakeholders;
Ability to work with and effectively manage expatriate and local staff of diverse backgrounds by using a learning approach, eg. coaching and facilitating;
Proven abilities to manage expectations of different stakeholders in a balanced manner, e.g. donors, senior management, and beneficiaries;
Experience in Results Based Management practices will be considered an asset;
Excellent English language reporting skills, both written and verbal. Bahasa Indonesia language skills will be considered an asset;
Excellent computer skills (MS Office);
Previous experience working for the Red Cross Movement is highly desirable;
Solid programmatic, financial, and organizational planning skills.
