Organizational Context The Directorate General of Electricity and Energy Utilization is in the process of running a full scale UNDP/GEF-funded project entitled Integrated Micro-hydro Development and Application Program (IMIDAP). The project aims to expand Indonesia?s energy options through the promotion of microhydro technology. The IMIDAP will strengthen and optimally serve the microhydro sector. The IMIDAP activities should ensure that the program supports continously as self reliant unit with ample continuing DGEEU support in the future as its regular function. It will further contribute to poverty eradication by ensuring higher productivity for rural communities through more reliable and ready energy sources. For running the project, a qualified candidate is required to fill a position as for Microhydro Technical support and Application Expert. The IMIDAP aims to provide rural economic and social opportunities through access to affordable and reliable energy supplies, which synergistically results to better load management and operational viability for the microhydro facility. Simultaneously, capacity will be established to provide assistance in technical and financing mechanisms and promote microhydro technology so that related barriers will be removed. A comprehensive approach will be used for the design and implementation using multiple intervention strategies that will be practical and effective in the local situation. The IMIDAP is a very comprehensive approach to microhydro resource development and utilization in Indonesia. It will assist the Government of Indonesia in integrating and coordinating the various efforts in this field. The Programme is an integrated and comprehensive approach towards a national microhydro program which has increased in scope and reach as a result of continuing consultations and growing interests among the relevant government agencies, local governments, communities, private companies, and other microhydro related stakeholders. The primary outcome expected is the enhanced interest of the private sector, local government and peoples? organizations in microhydro energy and productive uses (including direct mechanical drive). The policy targets and the potential improvements in productivity or identification of new income generating opportunities if energy from microhydro resources will be adequately and reliably made available. The evolving microhydro policy covering energy supply and productive application will be adopted and disseminated through an appropriate policy instrument in order to provide for the basis of integrating, developing and implementing a national microhydro program for Indonesia. |

II. Functions / Key Results Expected Summary of key functions: - Under the guidance and supervision of the National Project Manager, the expert supports the implementation IMIDAP?s activity on a comprehensive assesment on microhydro technology and maintenance service provider.
- Under the guidance of the IMIDAP?s Team Leader, the consultant conducts an activity to implement a comprehensive analysis on microhydro technology and development of maintenance service provider in Indonesia.
- The Expert work also in close collaboration with the management support and other experts, operation and project staffs in the IMIDAP program, as required.
- Function / Expected Results : Evaluation of the capabilities of the local engineering firms in providing technical and maintenance services to microhydro facilities.
- Advice on the development and implementation of an accreditation program that will involve building the capacity of local engineering firms that need assistance in engaging in the microhydro business.
- Evaluation and advice on the preparation and setting up of the Microhydro Maintenance Service Providers support program.
- Develops a proposal for microhydro technology and service provider microhydro development in Indonesia, presents the proposal into the IMIDAP Team and executes the proposal.
- Disseminates the results of analysys and assesment on microhydro technology through a seminar or focus group discussion and together with the IMIDAP Team, coordinate a focus group discussion on microhydro service providers in Indonesia.
- Develop manuals and other guidelines to be officially published by the Government and Writing final report of the assignment and an alysis of microhydro technology and development service provider microhydro.
III. Impact of Results - The key results have an impact on the overall efficiency of the IMIDAP Program operations including improved microhydro technology and develop microhydro service provider in Indonesia. Forward-looking of a Microhydro Technology and Maintenance Service Providers expert has an impact on the improved microhydro technology, knowledge sharing and information provision, and organization of office management.

- Ability do develop and establish a monitoring and evaluation system on the progress and outcome of the project, e.g. in terms of microhydro technology impact, production and sale of microhydro energy.
- Ability to perform a research study and survey on microhydro technology, specifically microhydro efficiency.
- Ability to review a variety of data, to identify and adjust discrepancies, and resolve operational problems.

V. Recruitment Qualifications Education: - A Master?s degree in engineering or sciences or related field with the background of electrical engineering, renewable energy, mechanical engineering, environmental science. Ph D?s degree is preferrable.
Experience: - At least 7 years working experience in the renewable energy industry with a broad experience in a range of NRE system technologies and grid/ off-grid applications;
- Experience in microhydro technology development and service provider;
- Updated knowledge on, various international projects on microhydro development and applications, with experience in Indonesia being an asset;
- Able to put his/her analysis on microhydro technology and service provider in Indonesia;
- Experience in utilizing various software programs including Microsoft Office;
- Updated knowledge on, various microhydro technology and applications, with experience in Indonesia being an asset;
- Proven track record of experience on maintenance services, technology transfer and capacity building for client groups;
- Excellent communication and facilitation skills;
Language Requirements: - Fluency in English and Bahasa Indonesia.
