I. Organizational Context

The Directorate General of Electricity and Energy Utilization are in the process of running a full scale UNDP / GEF-funded project entitled Integrated Microhydro Development and Application Program (IMIDAP). The IMIDAP activities are very comprehensive approach to microhydro resource development and utilization in Indonesia. IMIDAP has implemented its programs since October 2007 with various activities. The program is to help government of Indonesia to accelerate microhydro development, and at the same time to alleviate poverty and reduce GHG emission. IMIDAP will further contribute to poverty eradication by ensuring higher productivity for rural communities through more reliable and ready energy sources. IMIDAP will thus facilitate business opportunities for small and medium enterprises in the electricity supply industry.

There are four overal objectives of the IMIDAP program. The four objectives are:

  1. To enhance interest among the Indonesian private sector in the microhydro power business;
  2. To increase the number of community-based microhydro projects as a result of effective institutional capacity building;
  3. To improve the availability, and local knowledge, of microhydro technology applications in the potential locations of microhydro development;
  4. To increase private sector and rural community joint implementation of microhydro projects.

To achieve the objectives, the IMIDAP was designed to include 4 program components, namely:

  1. Microhydro Policy and Financing Program;
  2. Community-based Microhydro Development and Institutional Capacity Building Program;
  3. Microhydro Technology Support Program; and,
  4. Microhydro Application Program.

The four components were constituted from some activities. The activities were expected to be able to achieve the IMIDAP?s main outcomes as follows:

  1. Enhanced private sector interest and involvement in the microhydro power business;
  2. Increased number of community-based microhydro projects;
  3. Improved availability and local knowledge of microhydro technology applications;
  4. Private sector and rural communities implement microhydro projects for productive use purposes.

IMIDAP Team has been able to fully implement its planned activities without any delayed due to financial administration issues. In order to have information on the project achievements, IMIDAP should provide an annual report 2008 outlining the progress in line with the expected outcome. For formulating the annual report 2008, a qualified candidate is required to fill a position as individual consultant for reporting.


II. Functions / Key Results Expected

Summary of key functions:

  • Under the guidance and supervision of the National Project Manager, the consultant formulate IMIDAP?s annual report based on the progress, achievement, and impact of project activities.
  • The consultant will also involve in the implementation of specific activities to support reporting of the project, particularly 2008 annual project report. The consultant will work in close collaboration with the management support and other experts, operation and project staffs in the IMIDAP program, as required.

III. Impact of Results

  1. Develop and refine annual report of IMIDAP in the year 2008 and meet specific outcomes mentioned in the project document.
  2. Provide technical and administrative support in the implementation of annual report development and formulation.
  3. Ensure proper information from the project activities to be synthesized in the report.
  4. Conduct synthesis of the works, reports and other outputs of consultants and subcontractors involved in the Project;
  5. Submit the reports to the National Project Manager on the status of project activities vis-à-vis target outputs in line with project document;
  6. Provide technical inputs in the preparation of annual project reports and project implementation review;

V. Recruitment Qualifications

Education:

  • A Master?s degree in in natural resource management, engineering, community-based development, development studies or related field. Ph D?s degree is preferrable.

Experience:

  1. At least 5 years working experience in the renewable energy industry with a broad experience in a range of renewable energy system and grid/ off-grid applications;
  2. Experience in evaluation, researching, compiling, drafting, copy editing, and overseeing production of annral or similar reports.
  3. Excellent conceptual and analytical ability geared towards producing results within often short deadlines.
  4. Experience working on, or conceptual understanding of microhydro energy as well as microhydro based productive uses to promote in the assumed tasks.
  5. Experience in utilizing various software programs including Microsoft Office;
  6. Updated knowledge on, various microhydro energy and its application in Indonesia being an asset;
  7. Proven track record of experience on reporting and publishing regular reports;
  8. Excellent communication and facilitation skills;

Language Requirements:

  • Fluency in English and Bahasa Indonesia.
