UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development. The Tsunami Recovery Waste Management Programme (TRWMP) was conceived to provide a coordinated, pragmatic response to the public health and environmental concerns associated with both tsunami/earthquake debris and municipal solid waste (MSW) management during the rehabilitation and recovery of Aceh and Nias following the 2004 earthquake and tsunami. The short term aims of debris clearance and creating immediate temporary employment have largely been completed and are now superseded by the longer term goals of building capacity in government and developing sustainable waste management systems that will benefit the environment through the collection, recovery, recycling and/or safe disposal of MSW whilst incorporating cost recovery through the promotion of waste management-related livelihoods. This shift in focus is reflected, in the PADII and PADII.2 documents, through the revised Programme Development Objective: To improve and sustain the environment of Aceh and Nias through; (a) strengthening the capacity of local government to conduct effective efficient collection, recovery and disposal of municipal and tsunami waste; (b) rehabilitation of critical waste management infrastructure; and (c) supporting local enterprises in the creation of livelihoods opportunities in recovery, processing and recycling of waste, and clearance and rehabilitation of tsunami impacted agricultural land. The TRWMP commenced operation in March 2005 and is being executed by the United Nations Development Programme (UNDP) through the Aceh Emergency Response and Transitional Recovery (ERTR) Programme in partnership with the Rehabilitation and Reconstruction Agency (Badan Rehabilitasi dan Rekonstruksi - BRR) and is currently being implemented through partnership with local government sanitation departments in thirteen districts including Kota Banda Aceh, Aceh Barat, Nagan Raya, Pidie, Aceh Jaya, Aceh Besar, Nias and Nias Selatan, Lhokseumawe, Aceh Utara, Bireuen, Sabang, and Simeulue. In September 2008 the MDF approved an extension to the TRWMP for Phase III which will extend the Programme up to December 2010. The TRWMP extension has been designed to achieve the following results: - To provide government with financial and technical support to continue to build capacity, clear residual tsunami waste in rural areas, complete the development of sustainable municipal waste management systems and expand the geographic coverage to other districts in Aceh.
- To promote waste management livelihoods so that the economic benefits from recycling are derived in NAD-Nias and minimise the waste volume going to landfills.
- The detailed evaluation, design and construction supervision of permanent district landfills, including a regional sanitary landfill facility for KBA/ Aceh Besar, with BRR to provide funds for construction.
- Effective and efficient management, monitoring and oversight of the overall programme on behalf of the MDF donor partners.

The main objective of the Heavy Equipment Workshop Manager is to set up and run the new DKP heavy equipment workshop while training DKP staff to take over full management responsibility by the end of the first year of operation. The Heavy Equipment Workshop Managers role will include, but not be limited to: - Setting up the equipment and offices to commence operation,
- Assisting DKP to plan staffing requirements, draft TORs and recruit workshop staff
- Training DKP staff in workshop management;
- Managing the day-to-day running of the Heavy Equipment Workshop;
- Financial management of the Workshop and training of DKP staff in financial management;
- Maintaining and servicing equipment; and
- Setting up systems for operation and management which can be taken over by DKP at the end of the assignment.
Scope of work: Reporting to the UNDP TRWMP International Waste Management Advisor, and the Head of DKP Kota Banda Aceh, the Heavy Equipment Workshop Manager, assisted by the National Workshop Manager, will be required to: - Prepare ToRs for workshop staff and assist DKP in recruiting staff;
- Manage the set-up of workshop equipment and systems, including testing, prior to workshop inauguration;
- In close coordination with DKP, prepare inventories, establish filing, financial management systems, stock and order systems, work records, order books and other management systems;
- Train staff in the use care and maintenance of workshop equipment;
- Train staff in Heavy Equipment Maintenance practices;
- Train staff and implement health and safety practice;
- Train staff in finance and book keeping;
- Order spare parts and equipment necessary to operate the workshop and service the DKP Heavy Equipment fleet;
- In close coordination with DKP, prepare annual budgets and manage workshop finances and cash flow;
- Prepare monthly and quarterly progress reports;
- Hold regular planning, coordination and reporting meetings with DKP and UNDP TRWMP staff;
Expected Results/Final Products/Deliverables: Outputs include but are not limited to: - Setting up and commissioning HE Workshop;
- Selection, recruitment and training of Workshop staff;
- Establishment of management and financial management systems;
- Preparation of budgets and management of Workshop finances;
- Effective efficient operation of the workshop and servicing of DKP Heavy Equipment;
- Management of day-to-day workshop operation; and
- Regular reporting and feedback to DKP and UNDP.

- Degree or similar in Mechanics or Vehicle maintenance.
- Minimum five (5) years of relevant professional experience, which must include management of Heavy Equipment Workshop facilities.
- Extensive experience of working in Mechanical workshops servicing Heavy Equipment.
- Extensive experience of training Workshop staff.
- Experience of running a workshop in Aceh.
- Good management skills.
- Good computer skills, particularly with MS-Office.
- Track record of working in large NGOs and experience of working with/or alongside Indonesian counterparts or government staff; and
- Good reporting and book keeping skills.
- Fluent English language, spoken and written, Bahasa Indonesia an optional advantage.
- Ability to write reports, manage finances, maintain records, provide training etc.
