Working under direct supervision of the Head of Mission, the Program Coordinator (PC) will primarily provide direct grant/program management support and oversight to the UMCOR Indonesia integrated programs and staff of the Integrated Sustainable Development for Aceh (ISDA) project, specifically in the sectors of income generation, health, water sanitation and hygiene, infrastructure construction. The PC will monitor the relevant programs and grant and promote the development of a transparent and conducive team environment that will ensure the implementation of the programs and grant in relation to the UMCOR Indonesia strategy for 2009 - 2012.The PC will support efforts in organizational development and fundraising to ensure program effectiveness, coordination and team building.
Essential Functions:
Grant/Program Management (primary functions)
* Ensure all existing programs meet UMCOR's strategic goals, objectives and targets and identify and develop new initiatives that strengthen and deepen the program
* Support effective design, monitoring & evaluation implementation, program and project reporting functions, and communication and coordination systems
* Oversee and monitor Program Managers and Field Coordinators for the implementation of programs and projects in accordance with objectives, activities, and targets within current proposals, project objectives and goals
* Ensure the achievement of project requirements within budget, established time frame, standards of quality, and donor satisfaction. Troubleshoot project problems, work with program staff to identify and implement solutions. Develop tracking tools. Prepare grant amendments when necessary
* Collaborate with the Head of Mission to design and implement time bound work plans and with goals and objectives for all program and project managers and field coordinators
* Work closely with the Head of Mission and Finance Director to manage budgets and approved spending levels
* Coordinate the submission of all grant reports in line with measurable objectives, activities, indicators and timelines as indicated by the donors. Monitor pending grant actions and coordinate timely response
* Assist program managers and field coordinators in the monitoring of expenditures, budgets, and expense tracking of program activities in coordination with the finance team. Work with procurement staff to ensure timely acquisition and delivery of commodities
* Assist in the mobilization and induction of consultants, and provide ongoing support and guidance
* Liaise with HQ with regard to grant issues, including tracking sheets, changes, compliance issues, etc. Compile monthly HQ reports. Ensure that Grant Files are maintained and updated regularly
Program Development (secondary and support functions)
* In coordination with the Head of Mission, research and identify funding opportunities from foundations, trusts, corporations and governments to identify suitable partnerships in line with specific policy and goal objectives
* Coordinate with the Head of Mission to develop and maintain relationships with current and potential partners, including government officials, international aid agencies, and INGOs. Represent the mission at offsite coordination meetings and networking events
* Coordinate grant applications, working closely with the Field Coordinator and Program Managers to conduct needs assessments, develop project concepts and draft proposals
* Participate in monitoring and evaluation. Analyze lessons learned and propose alternative strategies of program implementation. Lead sector development in collaboration with program managers
* Prepare public relations and business development information, including stories and reports for use by HQ Communications
* Identify staff training needs and professional development opportunities
* Engage in frequent travel to field locations on a regular basis to oversee and monitor project activities
Essential Skills and Qualifications
* At least five (5) years of experiences in a leadership role implementing programs in a humanitarian or development context
* Experience in staff management
* Experience in designing and implementing related project monitoring & evaluation plans
* Strong management skills and leadership, pro-activity
* Excellent communication skills in both Bahasa Indonesian and English
* Excellent proposal writing/ reporting skills and strong knowledge of donor compliances
* Attention to detail and strong organizational skills
* Strong analytical and strategic planning skills
