OBJECTIVES OF THE PROGRAMME :
To provide technical and strategic support to strengthen national and regional capacity to protect all people at risk against vaccine-preventable diseases through advocacy, partnership, preparedness for emerging disease threats, and formulation of evidence-based strategies for vaccination policy. In so doing, promotes, coordinates and implements technical cooperation activities that emphasize the central role of family and the community to foster a culture of health promotion and protection where health becomes a social value. The work of the immunization program is guided by the principles of access and equity, disease control, and development of public health infrastructure in the context of introducing new technologies and achieving the Millennium Development Goals (MDGs).
Description of duties:
Under the general supervision of the Manager, Family and Community Health (FCH) and the direct supervision of the Senior Advisor, Comprehensive Family Immunization (FCH/IM), the incumbent is responsible, but not necessarily limited, to the following assigned duties:

a) Provide advice on the monitoring, management, and evaluation of the PAHO Revolving Fund for Vaccine Procurement, including supply of vaccines, syringes and cold chain supplies to Member States;
b) Strengthen the PAHO Revolving Fund for Vaccine Procurement supply chain processes by improving demand forecasting accuracy and identifying reduction opportunities to control prices;
c) Develop and coordinate strategies or studies to improve efficiencies of the PAHO Revolving Fund for Vaccine Procurement;
d) Coordinate fundraising strategy in order to increase the capitalization of the PAHO Revolving Fund for Vaccine Procurement to accommodate the introduction of new vaccines;
e) Promote and develop awareness among the international community about the PAHO Revolving Fund for Vaccine Procurement in a more diversified environment considering donors and new players;
f) Coordinate the revitalization of National Plans of Action on vaccine preventable diseases by Member States, taking into account recent developments in strategic planning approaches and methodologies in both public and private sectors, and general principles elaborated in the Global Vision and Strategies, (GIVS) and Regional Immunization Vision and Strategy, (RIVS) documentation;
g) Elaborate fundraising strategies and advocacy plan to meet annual needs, in close coordination with the Regional Inter-Agency Coordinating Committee (ICC);
h) Partner with bilateral or multilateral agencies and non-governmental organizations in formulation, development and negotiations of proposals to support national or regional immunization efforts outlined in the national plans of actions and endorsed by ICC;
i) Develop economic analysis on the performance and prospective capitalization of the PAHO Revolving Fund for Vaccine Procurement and elaborate strategies for the mobilization of resources;
j) Develop market analysis on vaccines and other supplies;
k) Perform other related duties as assigned.
REQUIRED QUALIFICATIONS
Education:
A bachelor's and master's degree in administration, economics, public health, industrial engineering, finance or in a related field.

Technical Expertise
- Ability to negotiate, influence, and impact positively on the generation and implementation of agreements with national and internationals institutions as well as with private and public organizations.
- Knowledge and ability to perform economic analysis.
- Ability and knowledge in strategic planning and mobilization of resources.
- Ability to work effectively with colleagues at the national and international level, and to provide leadership and monitor progress.
- Strong professional oral and writing skills in English and Spanish, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

IT Skills:
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook. Other IT skills and knowledge of other software programs such as Visio and Project would be an asset.
Experience:
Nine years of combined national and international experience in logistics management with emphasis in vaccine management, international procurement, finance and supply chain management.
Languages:
Very good knowledge of Spanish or English and a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

Annual salary: (Net of tax)
64,521 at single rate
69,287 with primary dependants
Post Adjustment: 43.7 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
