I. Organizational Context

The Directorate General of Electricity and Energy Utilization (DGEEU)? is in the process of running a full scale UNDP / GEF-funded project entitled Integrated Microhydro Development and Application Program (IMIDAP). The IMIDAP activities are very comprehensive approach to microhydro resource development and utilization in Indonesia. The Programme is an integrated and comprehensive approach towards a national microhydro program which has increased in scope and reach as a result of continuing consultations and growing interests among the relevant government? agencies, local governments, communities, private companies and other microhydro related stakeholders.

The main ownership structure supported by the Programme is community-based, which also extends to private entities and small and medium enterprises (SMEs) in local communities. There are several models that will be demonstrated in the Programme as potentially applicable to each community with necessary retrofitting to adapt to site-specific situations. To complement the activities programmed in the relevant Programmes as baseline activities, which are done according to regular planning and budgeting process, IMIDAP will provide for identified program gaps as incremental activities such as social preparation, technical assistance and capacity building for community-based organizations, local government and other stakeholders. Relevant ongoing Programmes have been committed for inclusion into the IMIDAP as baseline activities. Under IMIDAP, the activities will involve identification of socio-economic development activities in areas close to microhydro facilities to promote livelihood and energy-based entrepreneurship. For running the project, a qualified candidate is required to fill a position as Team Leader for Microhydro Technology and Application Program.

II. Functions / Key Results Expected

Summary of key functions:

  • Under the guidance and supervision of the National Project Manager, the Team Leader? supports the implementation IMIDAP? s activity on local microhydro industry in the technical design, sustainable operation, repair and maintenance of microhydro facilities.
  • The Team Leader will also involve the implementation of specific activities demonstrating the conceptualization, design & development, implementation, financing, sustainable commercial operation, repair & maintenance of microhydro facilities both for power and productive use applications.
  • The Team Leader will work in close collaboration with the management support and other experts, operation and project staffs in the IMIDAP program, as required.
  1. Provide technical and administrative support in the implementation of all technical support component activities, including applications of systems and softwares on information technology and application project activities;
  2. Actively participate in various teams and other ad-hoc task forces for the conduct of specific activities and tasks under the Project; Conduct regular coordination with project players, consultants and subcontractors on the status of the implementation of all components, activities and tasks under the Project;
  3. Conduct? synthesis of the works, reports and other outputs of consultants and subcontractors involved in the Project; Submit regular reports to the National Project Manager on the status of project activities vis-? -vis target outputs on a monthly basis;
  4. Provide technical inputs in the preparation of annual project reports and project implementation review and others as required by the UNDP/GEF;
  5. Act as National Project Manager deputy in various meetings, workshops and other activities.

III. Impact of Results

The key results have an impact on the overall efficiency of the IMIDAP Program operations including improved microhydro technology and application program in Indonesia. Forward-looking has an impact on microhydro industry in the technical design, sustainable operation, repair and maintenance of microhydro facilities. In addition, the impact will involve the implementation of specific activities demonstrating the conceptualization, design & development, implementation, financing, sustainable commercial operation, repair & maintenance of microhydro facilities both for power and productive use applications.

  6. Ability do develop and establish a monitoring and evaluation system on the progress and outcome of the project, e.g. in terms of microhydro technology support and application program.
  7. Ability to perform a research study and survey on microhydro technology and application program, specifically microhydro efficiency.

V. Recruitment Qualifications

Education:?

  • A Master? s degree in in natural resource management, engineering, community-based development, or related field. Ph D? s degree is preferrable.

Experience:

  1. At least 10 years working experience in the renewable energy environment industry or environment with a broad experience in a range of NRE system technologies and grid/ off-grid applications;
  2. Having knowledge on government administrations and organization
  3. Familiarity with community-based development, productive uses of renewable energy, project management and knowledge about rural development activities in Indonesia is required.
  4. Experience working on renewable energy applications for electricity and livelihood support/income generation purposes;
  5. Familiarity with, and updated on, various international projects on microhydro development and applications, with experience in Indonesia being an asset.
  6. Experience in utilizing various software programs including Microsoft Office;
  7. Updated knowledge on, various microhydro technology and applications, with experience in Indonesia being an asset;
  8. Proven track record of experience on maintenance services, technology transfer and capacity building for client groups;
  9. Excellent communication and facilitation skills;

Language Requirements:?

  • Fluency in English and Bahasa Indonesia.
