| Duties & Responsibilities: | |
| 1. Receive and disseminate information, security directives and instruction within the UNAMA Guard force network and through the proper channel to the proper individual. 2. Maintains a filing system and keep hard copies of all source and documents and other correspondence in files. 3. Maintain, monitor and update the UNAMA GH and Staff List while staff goes on leave/ORB/Region and report to officer incharge accordingly. 4. Collect all Guards daily shift reports and all other security information?s on a daily basis and distribute them in Daily Situation Report to all security officers. 5. Maintain and update the Road and Air mission travel database for all UNAMA staff members, also account for all UNAMA air and road missions, and an accurate report send to officer incharge at the end of each month. 6. Maintains accurate attendance records of all security staff and prepares the monthly attendance and activity reports for the unit and send a hard copy to personnel section by ending of each month. 7. Ensure timely dissemination and compliance of Security Advisories and Instructions. 8. Ensure that all guard shift attendance is recorded and that each team is paraded and briefed by their Team Leaders at the commencement of their duty. 9. Assist and ensuring presence of security guards in all UNAMA compounds and facilities. 10. Prepare monthly duty roster for the UNAMA Guard Forces and all security national staff. 11. Monitoring the whole vehicles assigned to security, for their mileages, maintenance, their fuels, speed meters, car log system and their trip tickets. 12. When required conduct physical inspection of all UNAMA Guards, Armed Guard Posts and ensure proper standards is maintained and all equipments are operational. 13. Coordinate and advise Security Operations Center on any security related issues. 14.Preparing the weekly attendance record for the security operations center staff members as well as drivers. 15. Ensure all Security Operations Center equipments are well maintained and serviceable. 16. When required coordinate with UNDSS Regional FSCOs (Field Security Coordinating officer) in regards to Road Missions, Air Travel and Security Clearances and advice the officer incharge accordingly. 17. Maintains monthly attendance records of Security staff, leave/ Sick leave requests, and other personnel related matters. 18. Monitoring UNAMA security channels such as channel 11, 13 for security, channel 14 for flights, channel 16 for CR (Central Region) and take immediate action in case of any emergency/Problem. (While a duty radio operator is on leave). 19. Conducting radio and telephone checks with all UNAMA compounds, observation posts and security drivers (after one or two hours) while a duty radio operator is on leave, and log any special report into the logbook and inform security officer in charge accordingly. 20. Monitoring gate pass procedure. 21. Conduct security escort when required. 22. Alert the supervisory chain (Duty Officer, FSA, and CSO) immediately of any serious accident, incident or of any important security information. 23. Advise the security investigator of any incident or accident and gather as much information as possible ref the incident/accident. 24. Assist and ensuring that foot and mobile patrols are conducted inside UNAMA compounds and installations. 25. Liaise and maintain contact with the local security authority (police & military) ref any security, terrorist or criminal incident and advise the FSA. 26. Log all radio and telephone communication in Security Operations Log Book. 27. Liaise closely with the UNDP Radio Room at the times of any security incident and / or emergency. 28. Monitor Road and Air missions and ensure Moss Compliance at all times. 29. Ensure that all equipments in the SOC are in perfect condition before the start of his duty. 30. Monitor and maintain a 24hour watch on the Administration Building, Finance Cahiers Office and all other areas covered by CCTV cameras and immediately report anything suspicious. 31. Notify the FSA and CFO immediately when the Cashier Office alarm goes off. 32. Do not leave the SOC unless properly relieved. 33. Provide assistance to UNAMA or other Agency staff members who may need direction and assistance via radio or telephone. 34. Properly brief the incoming Security Assistant / Radio Operator and team leaders of any important and pending matters, or pending action and handing over duties accordingly. 35. Conduct daily Radio Checks and 100% account for all UNAMA International Staff during the allocated daily Radio Check period of 1900-2100hrs. 36. Monitor record and follow up all UNAMA flights and road missions to the different regions or outside of Afghanistan. 37. Process Movement of Personal (MOP) forms, Road Mission Requests (RMR) and Flight Clearances Requests to different regions and monitor for clearance authorization as soon as possible. 38. Coordinate with all the Regional Offices and FSCOs' on Flights, Road Missions and Travel clearances. 39. Maintain and control the Key Control System for UNAMA, UNOCA Complex, Admin building, Training building, Medical building, Transport building and Security building in Security Operation Center. 40. Perform any other tasks assigned by UNAMA security officer in charge. | |
| Qualifications required: | |
| 1. High school certificate, any security related training would be an asset; 2. Minimum 4 (four) year relevant experience. Strong inter-personal and communication skills; 3. Fluency in spoken and written Dari and Pashto. Knowledge of English would be an asset Core Competencies: Planning and Organizing: Ability to identify priority activities and assignments, adjust the priorities as required. Accountability: Operate in compliance with organizations rules and regulations. Creativity: Ability to actively seek advice to improve services, offer new and different options to solve problems/meet client needs, and promote and persuade others to consider new ideas. Communication: Excellent command of English. Fluency in Dari and Pashto drafting skills. Effective communication including ability to explain UNAMA's security requirement to obtain needed supplies and equipment; and personnel issues. Teamwork: Proven interpersonal skills and the ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. Technology Awareness: Possess the required skills in the use of IT equipment and software relevant to own functions. Ability to drive required by the position. | |
